Yes, apparently it is in the works, according to my RSS aggregator screaming at me this morning about all of the updates regarding this.
Skype, an Ebay telephony company, is working with good old Cupertino to get the Skype application supported on the iPhone. Skype is a VoIP application typically used to call numbers for drastically low rates worldwide. Although a computer application, many vendors have come up with hardware phones that support the standard.
This is a monumental breakthrough, because for the first time in the American market, an alternative low-cost VoIP solution will be available on a commercial carrier's data network. Currently I'm only aware of 3 in the UK supporting a Skype compatible carrier phone, however this could change the market.
Networks such as Verizon may have to bend into allowing Skype into their network eventually in order to stay into competition as Skype users nationwide take a serious look at the iPhone as their telecommunications device. Verizon/Sprint, ball's in your court, guys.
